Vectrus Engineering Project Execution Manager in Albuquerque, New Mexico

Job Summary: The Engineering Project ExecutionManager (EPXM) oversees and is responsible for the quality, timeliness, andcompleteness of all engineering project management work (design, design-build,and construction regardless of project type or execution method) executed byRiverTech under the requirements of the EOS contract; the collection andreporting of project management metrics; and the supervision of work andconduct of the contract project management and CAD/GIS personnel. The EPXMreports to the Engineering Services Manager.

* Responsibilities: *

Essential functions of the position include:

  • Ensures complete, cradle-to-grave project management and execution services.
  • Establishes and maintains official design, design/build, and construction project files or folders IAW AFI 33-321.
  • Ensures appropriate approvals are obtained and included in the official design, design/build, and construction project folders.
  • Ensures construction folders include but not be limited to: a path and access to the separate Design folder that preceded the Construction folder in question; AF Form 332 Base Civil Engineer Work Request (or Tririga equivalent); AF Form 813, Request for Environmental Impact Analysis ; current DD Form 1391 Military Construction Project Data ; programming and design instruction letters from HQ AFGSC, AFIMSC, or requiring MAJCOM; 50% Facility Security and Antiterrorism Measures cost documentation; 75% replacement cost documentation; constructability review information; Initial and Final Acquisition Package documentation; pictures; funding documents; all Site Visit Questions and Responses; all Requests for Information and Responses; all General Questions and Responses; Multiple Award Construction Contract (MACC), Simplified Acquisition of Base Engineer Requirements (SABER), Sole Source, etc. proposal(s); Technical Evaluation(s) documentation; Negotiation(s) documentation; Authority to Advertise increase documentation; low bid report extension Corrective Action Plan documentation; Request For Funds (RFF) documentation; MACC, SABER, Sole Source, etc. contract award documentation; MACC, SABER, Sole Source, etc. contract modification(s) documentation and award documentation; submittal register (AF Form 66); complete construction submittals (AF Forms 3000); Progress Reports; project schedule; meeting notes; meeting minutes; project deficiency documentation; closeout documentation (AF Forms 1477, DD Form 1354, Final Acceptance Letter, As-built drawings, Maintenance training documents, Operations and Maintenance manuals, Warranty, any unique project specific documents, etc.); government signed 100% drawings; 100% specifications; project specific correspondence; and MACC, SABER, Sole Source, etc. performance evaluation documentation.
  • Coordinates with government Construction Inspectors to request and receive project AF Forms 1477.
  • Reviews and verifies projects for compliance with current AF LEED certification requirements IAW the AF Sustainable Design and Development (SDD) Policy memorandum for all MILCON projects and major renovation projects dated 31 Jul 2007 and the AF Sustainable Design and Development (SDD) Implementing Guidance dated 2 Jun 2011. Ensures LEED checklist information is reviewed and verified by a LEED AP. Ensures compliance in meeting the minimum LEED Silver rating is tracked throughout the MILCON project delivery process.
  • Performs development of overall annual acquisition strategy for all programs (design, design-build, and construction acquisition).
  • Performs overall Project Management for all programs (design, design-build, and construction).

  • The EPXM shall have a bachelor's degree in engineering, architecture, or construction management from a program certified by the Accreditation Board for Engineering and Technology (ABET).

  • The EPXM shall have and maintain one of the following: (1) Professional registration as an engineer under the requirements of the New Mexico State Board of Licensure for Professional Engineers and Professional Surveyors (http://www.sblpes.state.nm.us/) or as an architect under the requirements of New Mexico Board of Examiners for Architects (http://www.bea.state.nm.us/) or (2) Project Manager certification.
  • The EPXM shall have a minimum of 5 years’ experience as a project manager in the civil engineer function for a major US military installation (Air Force experience is preferred).
  • The EPXM shall have a minimum of 2 years’ experience in a supervisory position.
  • Only one of the following is applicable: (1) If the EPXM does not have professional registration in New Mexico on the date of hire, the EPXM shall submit all required paperwork for licensure by endorsement, comity, reciprocity, etc. to the applicable New Mexico PE or RA board no later than 14 calendar days after their first day of work on site at Kirtland AFB. If the EPXM does not have professional registration in New Mexico within 60 calendar days after their first day of work on site at Kirtland AFB, provide licensure status (to include anticipated licensure date) in writing to the CO/ACO no later than 60 calendar days after their first day of work on site at Kirtland AFB. (2) If the EPXM does not have a Project Manager certification on the date of hire, the EPXM shall obtain a Project Manager certification no later than 45 calendar days after their first day of work on site at Kirtland AFB.
  • Posses or able to obtain and maintain secret security clearance.
  • The EPXM shall have a minimum of 5 years’ experience as a project manager or Design Chief at an A&E firm or in the civil engineer function for a major US military installation (Air Force experience is preferred).
  • The EPXM shall have a bachelor's degree in engineering, architecture, or construction management and shall have and maintain one of the following:

  • Professional registration as an engineer under the requirements of the New Mexico State Board of Licensure for Professional Engineers and Professional Surveyors ( http://www.sblpes.state.nm.us/as of 25 Sep 2016) OR as an architect under the requirements of New Mexico Board of Examiners for Architects ( http://www.bea.state.nm.us/as of 25 Sep 24 2016. If the EPXM does not have a professional registration as described, then that person shall have no less than 10 years’ Air Force Base Civil Engineering experience.

  • Project Manager certification. The EPXM shall have a minimum of 5 years’ experience as a project manager or Design Chiefat an A&E firm or in the civil engineer function for a major US military installation (Air Force experience is preferred). The EPXM shall have a minimum of 2 years’ experience in a supervisory position.

  • If on date of hire the EXPM does not have a professional registration or project manager certification, only one of the following is required.

  • If the EPXM does not have professional registration in New Mexico on the date of hire, the EPXM shall submit all required paperwork for licensure by endorsement, comity, reciprocity, etc. to the applicable New Mexico PE or RA board no later than 14 calendar days after their first day of work on site at Kirtland AFB.If the EPXM does not have professional registration in New Mexico within 60 calendar days after their first day of work on site at Kirtland AFB, licensure status update is required.
