Vectrus Capture Manager in Alexandria, Virginia

POSITION SUMMARY:

Responsible for the development of new business and for the retention and expansion of existing contracts in strategically defined business segments. Cooperatively interacts with all internal organizations within Vectrus. Divisions and develops a broad customer base in defined market segment or areas. Provides independent and in-depth assessment/viewpoint relating to new business/follow-on pursuits for senior staff of Vectrus. Responsible for the identification and capture of programs, from the initial Opportunity ID through successive decision gates. Continues engagement in partnership with Proposal Managers through proposal development, submittal and contract award. Guides capture team members through the capture plan formulation and strategy process. Functions as a key business development interface to the Business Area Vice President.

MAJOR JOB ACTIVITIES:

  • Maintains strict compliance with Vectrus policies and procedures relating to Business Ethics and Code of Conduct, in addition to the specific procurement regulations established by the Federal Government.
  • Develops short and long range plans for penetration/expansion of potential programs.
  • Assists in the development of the Vectrus overall strategic/operations plans and departmental plans relating to Program pursuits and provides input for prioritization.
  • Coordinates closely with Operations and Business Area Vice Presidents to manage, identify and pursue potential expansion and/or follow-on business within existing and developing business areas.
  • Establishes and maintains effective liaison/interface at various levels within the customer community, including Government agencies, industry primes and potential subcontractors.
  • Participates in evaluating business opportunities and recommending bid/no bid positions; prepares and briefs milestone reviews.
  • Maintains knowledge of Vectrus lines of business and strategic directions.
  • Interfaces with other Vectrus Defense organizations to promote cooperative new business capture endeavors.
  • Prepares program acquisition/capture plans on selected programs detailing the win strategy, discriminators, cost-to-win estimates, action plans, operations concept, gathers and prepares competitive analysis, analyzes/matrixes RFP requirements, and develops Risk Mitigation Assessment.
  • Assesses and reports on competitor activities, capabilities, perceived strategies and new developments.
  • Establishes and maintains effective liaison/interface at various levels within the customer community, including Government agencies, industry primes and potential subcontractors.
  • Coordinates, as necessary, teaming discussion, agreements and negotiations through legal, subcontracting/contracting, senior staff reviews.
  • Coordinates all resources necessary to prepare proposals, to include use of consultants/technical representatives/SMEs where appropriate and maintains regular interface with Proposal Managers on assigned programs.
  • Develops, with input from the proposal manager, bid and proposal cost estimates, monitors progress against plan, and initiates corrective action where appropriate.
  • Establishes and maintains current opportunity timelines for color team reviews, milestone briefings, and IPRs on potential and selected opportunities.
  • Participates in selected Government/Industry Associations and Government briefing to Industry.
  • Provides leadership and direction to the capture team.
  • Performs other duties as required.

MATERIAL & EQUIPMENT DIRECTLY USED:

Personal computer, printer, FAX machine, copy machine and other general office equipment.

WORKING ENVIRONMENT:

Works in a general office environment. Some travel involved to project locations.

PHYSICAL ACTIVITIES:

Eyestrain and repetitive motion involved during peak periods of data entry.

MINIMUM QUALIFICATIONS: Education/Certifications:

Bachelor's Degree and ten years' experience. Two years' related experience may be substituted for one year of education.

Experience:

A minimum of 10 years' experience in general management with substantial exposure to business development and marketing support activities. At least 5 years should have been in a position directly related to business development for DoD and/or Federal civilian agencies, preferably in the various markets.Experience marketing capabilities to intelligence community customers. Proven record of success managing capture efforts within the Intelligence Community.

Skills:

Should have a good understanding of government procurement, Federal contracts, regulations and procedures, and operations and maintenance services.
