Overview

Provides Financial Management (FM) Services for BOS activities for Non-Appropriated Funds (NAF). NAFs support NAF Instrumentalities (NAFIs) including categories A, B, and C, with strict funding guidance imposed on each category. Category A activities are exclusively funded using Appropriated Funds (APFs). Category B activities are funded using a combination of APFs and NAFs. Category C functions are exclusively funded using NAFs.

Responsibilities

  • Provide base liaison duties between Base Force Support Squadron (FSS) and the SSC. Base Liaison will comply with Generally Accepted Accounting Principles (GAAP), Air Force, NAF Transformation (NAF-T), AETC, and Maxwell AFB (MAFB) policies, instructions, directives, manuals, regulations, supplements, and Training Aids.

  • Ensure all accounting reporting activities for the project specific tasks are thoroughly and timely prepared and reviewed and that all reports are in compliance with appropriate financial standards and company/USG requirements.

  • Provide financial indicator products that reflect comparative operational results for performance interpretation, ratios, trends, and projections.

  • Review NAF Subsidiary Accounts and Financial Statements prior to monthly closeout.

  • Base Liaison will comply and implement the required responsibilities as identified in the AF Services Financial Management System (AFSFMS) Users Guide

  • Oversee NAF budgeting functions. Produce income and expense, cash flow, and NAF Requirements Budgets (NRBs) as prescribed by the Force Support Squadron (FSS) organization to obtain approval by the NAF council and the Wing Commander.

  • Track and reconcile construction projects within FSS activities.

  • Prepare financial slides as required.

  • Provide rolling four (4) quarters analysis, to 42 FSS/Family Support Resources (FSR), NLT the 15th of each month.

  • Provide a Capital Expenditure Budget and an Income and Expense Budget to 42 FSS/FSR, NLT the 15th of each September, December, March, and June.

  • Resolve accounting discrepancies and reporting errors with RMFC, Activity Manager and SSC.

  • Prepare General Ledger Adjustment Form (GLAF) for accounting adjustments.

  • Provide accounting support for accounting reconciliation to RMFC, Activity Manager’s programs and SSC accounting.

Qualifications

  • Education/Certifications: One year of related experience may be substituted for one year of education if the degree is required.

  • Bachelor's degree in accounting or finance; MBA and /or CPA certificate is strongly preferred.

  • High school diploma or equivalent

  • Must be CAC eligible and/or able to obtain a Common Access Card (CAC)

  • Must be a U.S. Citizen

  • Experience:

  • 3-5 Years of Supervision/Managerial experience in accounting.

    • Skills:
  • Expert-level knowledge of automated financial systems.

  • Specific knowledge regarding QuickBooks financial systems is desirable.

  • Supervisory Responsibilities:

  • Manages a department of up to 3 employees. Overall NAF general accounting responsibility for the MAXBOS program.

  • Working Conditions:

  • Indoor and/or outdoor environment with adverse conditions (i.e., hot, dry, tropical environment with average temperatures of 82 degrees tropical weather.

  • The worker is subject to both environmental conditions. Activities occur inside and outside.

  • Physical Requirements:

  • Sedentary work. Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally, and all other sedentary criteria are met.

  • Work may require heavy lifting, stooping, climbing, prolonged standing, prolonged sitting, and working with or in areas where a potential could exist for exposure to physical, chemical, or biological agents.

  • Employee use of personal protective equipment (PPE) is required for some situations. PPE includes but is not limited to, the head, foot, torso, respiratory, vision, and hearing protective devices.

  • Must comply with all Fire and Safety Regulations and post policies.
