Vectrus Operations Manager DoD Gateway in Oahu, Hawaii

NCTAMS PAC provides comprehensive, around-the-clock telecommunications support to strategic and tactical war-fighters throughout the U.S. Indo-Pacific Command Area of Responsibility and beyond. This position supports the management, operation and maintenance of 4 Operations Centers:

  • Wahiawa, Hawaii Satellite Communications (SATCOM) is the backbone of the U.S. military’s communication, offering the war-fighter a point of entrance into the DoDIN and legacy tactical C4I services with reliable high-throughput telecommunications utilizing various RF spectrum bands

  • Mobile User Objective System (MUOS) is the Defense Department’s next-generation narrowband military satellite communications system. It will support a worldwide, multiservice population of UHF band users, providing increased communications capabilities to smaller terminals while still supporting interoperability with legacy terminals. MUOS is designed to support users that require mobility, high data rates and improved operational availability

  • Kaneohe, Hawaii Tactical Support Communications (TSCOMM), provides rapid, reliable, secure communications support for forces deployed overseas and at home ports within the U.S.

  • Naval Radio Transmitting Facility (NRTF), Lualualei provides operational Command and Control communications utilizing the Very Low Frequency (VLF) and Low Frequency (LF) radio spectrums.

Responsibilities

Major Job Activities:

The on-site DOD Gateway Operation Managers shall have a TS/SCI Clearance and possess relevant experience in managing a team of system operators responsible for local and remote operations. The DOD Gateway will have an Operations Manager on each shift whose responsibilities include, but may not be limited to the following:

  • Responsible for the facilities professionalism and timely communication with both customers and higher authority.

  • Ensures the balance of work-load to an integrated support team managing the daily (24 hours a day, 7 days a week) care and operations of equipment located in multiple geographically separated locations.

  • Maintains Standard Operating Procedures and develops procedures to assure maximum availability of operational assets.

  • Help resolve disputes or disagreements.

  • Ensure Operators are properly trained, executing, and reporting in a timely manner.

  • Provides timely reports on Equipment Status, Trend Analysis, Hazardous Conditions (HAZCON), and Outages.

  • Obtain EKMS 301 certification within 30 days of hire.

  • Maintains the sites Master Station Log and ensures all events occurring on shift are accurately documented.

  • Responsible for the site’s security. Conducts periodic security rounds of the building and compound.

    Working Environment:

    Flexible 8x5 (Monday-Friday) (24x7 on-call) work schedule 24-hour X 7 support.

    Physical Activities:

    Must be able to lift and carry 50 lbs a distance of 50 feet horizontally and 35 lbs a distance of 50 feet vertically without resting.

Qualifications

Education / Certifications:

  • U.S. citizenship is required.

  • Active TS/SCI (Top Secret/Sensitive Compartmentalized Information) Clearance.

  • Must be minimally IAT Level II certified with appropriate baseline security and operating system/computer environment (OS/CE) certification in accordance with DoD 8570. 1-M and SECNAV-M 5239. 2)

  • CSWF Code 47 Position (reference Attachment “Cyber Security Work Force Requirements” and DoD Directive 8140.01 Cyberspace Workforce Management, DoD Directive 8570.01-M Information Assurance Workforce Improvement Program and SECNAV M-5239.2 Cyberspace Information Technology and Cybersecurity Workforce Management and Qualification Manual)

  • Sec+/BPE/CWSP/WCET/IPEP

    Experience / Skills:

  • 15 years of general experience with minimum of 10 years specialized technical experience

  • The ideal candidate must have a broad knowledge of SATOM/Global Teleport site and systems to include operations and maintenance functions.

  • Possess domain expertise in Satellite Communications (SATCOM) and network system operations, help desk coordination, expeditionary military network operations, Continuity of Operations (COOP) planning, facilities and cyber security, and project management.

  • Experience managing personnel covered by Collective Bargaining Agreements (CBA) a plus
