• Key Responsibilities

  • Supports V2X business development as a Senior Subject Matter Expert in one or more facilities and/or civil engineering technology and operations fields by developing detailed Bases of Estimate (BOE) to support all price proposals. Completes BoE by analyzing and translating operational program requirements received from clients and applying expert knowledge and parametric calculations to determine the required resources needed to execute the proposed contract. Works as the lead estimator to deliver BOEs. Demonstrates ability to work on multiple parallel estimating efforts simultaneously, maintaining corporate priorities in their output. Collaborates frequently and closely with business development Capture Managers, Supply Chain, and Pricing team members. Suggests improvements in delivery of the services they are estimating to Capture, BD, and Executive decision-makers. Maintains professional competence through self-initiated education. Provides informal mentoring to less-experienced estimators on BOE development and cross-training in the Senior Estimator’s principal technology and/or operations specialties. Utilizes MS Office tools and specialized estimating tools for maximum productivity.

  • Basis of Estimate Development. Develop a quantifiable, verifiable and auditable BOE that is fully compliant with customer requirements for each Vectrus price proposal. Perform detailed analysis of the client’s Request for Proposal (RFP), with accompanying Statement of Work (SOW) or Performance Work Statement (PWS) and workload data. Develop questions and requests for information in response to the RFP. Using models, previous program artifacts and technical documentation on hand, as well as research for new requirements, determine required resources (labor, materials, subcontracted services and other direct costs [ODC]). Thoroughly and precisely document rationale and justification for BOE elements to ensure traceability to cost and technical narratives, using mathematical calculations as the preferred method and best practices approach. Make maximum use of the advanced features of Microsoft Excel and automated BOE calculation and reporting tools as available.

  • Proposed Staffing & Organizational Structure. Analyze and recommend optimal labor compositions designed to present a competitive and competent staffing solution for the program derived from RFP and SOW/PWS workload analysis and meeting all performance and compliance requirements. Final product must present a competitive and competent staffing solution that meets all RFP requirements.

  • Proposal Team Participation. In the team-centered proposal environment, the Senior Estimator will be expected to participate as a key contributor in team proposal development activities and management and executive approval reviews.

  • Estimating Team Leadership. As a Senior Estimator with previous experience in related/neighboring specialties, expect to be required to assume team leadership for a selected proposal effort involving multiple estimating specialties. Plan, direct and quality control the analysis and output provided by other estimators and coordinate directly with the core proposal team.

Qualifications

Minimum Qualifications

  • Education:

  • Bachelor’s of Science or Arts (Business) degree in Logistics, Supply Chain, Engineering Technology, or Engineering; or equivalent commercial or Government experience, training, and certification is preferred. Industry focus on facilities O&M services, civil engineering and related logistics.

  • Formal training in Proposal Development from a recognized authoritative source is highly desirable (e.g. Shipley, Association of Proposal Management Professionals - APMP).

  • Six additional years of total direct work experience of progressively increasing responsibility may be substituted for the BS degree; claims of equivalent commercial or Government-provided professional or certification training as a substitution for college-level credit will be evaluated on a case-by-case basis by the hiring supervisor.

  • Experience:

  • Knowledge of facilities and structures, carpentry, roofing, HVAC, plumbing, electrical, painting, and related disciplines; deeply and broadly experienced in operations, processes, technologies, and practical innovation for those environments - a student of best practices in those specialties.

  • Six years total direct work experience of progressively increasing responsibility demonstrating in-depth technical/operating knowledge in estimating.

  • Direct work experience including one or more of the following: facility repair, sustainment & modernization; civil engineering; structures; HVAC installation and systems; plumbing; electrical; estimating for any of the facilities trades.

  • Demonstrated experience in proposal development, WBS creation, BOEs, and narrative solution content writing.

  • Successful experience mentoring junior estimators in all aspects estimating, as well as leading them in BOE calculation for complex proposals.

  • Previous experience working within/supporting a DoD or civilian government environment.

  • Demonstrated success in developing bases of estimates, staffing plans, and bills of materials that meet or exceed customer requirements at a winning price.

  • Demonstrated written and verbal communication skills.

  • Demonstrated ability to collaborate, build, and maintain excellent relations with key stakeholders.

  • Must demonstrate expertise in use of available information to support their basis of estimate calculations as follows:

  • On occasion may be required to travel for short periods to participate in proposal planning activities including site visits, industry days and conferences, and to engage in educational professional development events.

  • Experience indicates that extended hours of professional labor may be required to meet Government solicitation response deadlines.

  • The successful candidate’s starting pay will be based on, but not limited to, their job-related skills, experience, qualifications, work location, and market conditions.

  • The following salary range is intended to display the value of the company’s base pay compensation and may be modified at the discretion of the company.

  • USD $75,000 - $125,000

  • Provided salary range minimum and maximum values correspond to variances between regional/geographic locations across the United States.
