Vectrus Director Contracts, Regional Service Center CONUS in Reston, Virginia
The Contracts Director for the Regional Service Center (RSC) ContinentalUnited States (CONUS) is responsible for building the Customer relationship ofresponsible programs and providing managerial oversight of all contractspersonnel and associated activities in the RSC.The CONUS RSC encompasses all contracts being performed in the CONUS aswell as any new business proposal activities where the resultant contract willbe performed in the CONUS.Additionally,this position will also include individual contributor responsibility for oneor more major multi-million dollar contracts.Serves as a business partner to the Program Managers and Operations Directorsand is the primary point of contact for all contractual communications with thecustomer, DCMA, DCAA audit, and Corporate Contracts and/or Legal Department asapplicable.TheContract Director, RSC CONUS reports to the VP, Contracts for theCorporation.
MAJOR JOB ACTIVITIES:
1.Providesday-to-day oversight and supervision of the preparation, execution,interpretation, and administration of contracts consistent with contract termsand conditions, Federal laws and regulations, and corporate policies andprocedures.
2.Manages,reviews and/or approves contract modifications, proposals, and negotiations.May serve as the lead company representativein contract negotiations.Negotiatescost and contract terms with the customer.Insures that negotiations are successfully concluded.
3.Provides managerial oversight,development plan, performance assessments, training compliance etc. for directreports.
4.Partnerswith PMs and Solutions team to assist with identifying and/or creatinginnovative contracting methods for maximizing revenue/margin and incorporationof technical solutions leading to program organic growth.
5.Ensures that proposal plans andapproaches of the Technical/Management and Cost Volumes of proposals meet thecontractual requirements of the RFP, Federal Acquisition Regulations (FAR) andCost Accounting Standards (CAS).
6.Coordinateswith the Capture Team and/or Corporate ContractsDirector to define cost formats, formulations and summaries; coordinates indeveloping management review presentations; coordinates final managementapproval; and validates proposals for submission.
7.Reviewsterms and conditions of all contracts to insure compliance with all contractualand regulatory requirements, and for financial viability.Resolves or assists with contractinterpretation disputes with staff and customers.
8.Champion for sound contracutalchange management to ensure proactive organic growth, risk mitigation andavoidance.
9.Advises and assists on matterspertinent to the rights, prerogatives, and obligations as they apply to contractualarrangements (as Prime or Subcontractor).
10.Provides advice and assistance to RSC Contract Managers orother departments on contract terms, interpretation, and application ofsolutions to problems and procedures.
11.Assistswith and/orreviews the negotiation and finalization of Teaming Agreements andNon-Disclosure Agreements, and prepares responses to FOIA requests, and otherdata calls as required for the CONUS RSC.
12.Other duties as assigned
MATERIAL & EQUIPMENTDIRECTLY USED:
Personalcomputer, Microsoft Windows and Office, communications devices, and othergeneral office equipment, to include networked printers, and scanners/OCRs.
Work is generally conducted in an officeenvironment. Eyestrain and repetitive motioninvolved during peak periods of data entry.

Education/Certifications:One year related experience may be substituted forone year of education, if degree is required.
·BS/BA in Contracts, BusinessAdministration, Management, Finance, Acquisition, or related field.
·MBA/Advanced degree preferred.
·Certification by National ContractManagement Association (NCMA) is desirable.
·Minimum of 15 years broad-based U.S. Government contracts management experience, including experience withcontract cost/pricing and proposal development.
·Thorough working knowledge of theFederal Acquisition Regulations (FAR), DoD FAR Supplement (DFARS), contractlaw, and the Govt. acquisition/RFP process.
·Musthave experience in a lead Contracts role, managing a team of Contractsprofessionals.
·Solid understanding of Federal Governmentcontracts, acquisitions, regulations, negotiations, procedures, and Governmentoperations.
·Strong business management/acumen, leadership andmanagerial skills
·Demonstrated experience in personnel developmentand advancement
·Outstanding interpersonal skills in establishingand maintaining internal and external customer relationships
·Excellent oral and written communication skills andthrivesindependently and in a teamenvironment.
·Proficientwith MSOffice software and corporate level presentations
Willbe responsible to support the establishment of the Contracts RSC budget, tomonitor/manage actual costs and provide forecasts for cost projections and tominimize variances.
