Overview
- Vehicle Fleet Maintenance Manager (VFMM) is for planning, programming, managing, supervising, and coordinating the Client’s vehicle fleet management, maintenance, repair, and service activities globally. The incumbent ensures all assigned vehicles are available, dependable and safe always. The VFMM oversees the Client’s global vehicle fleet maintenance, repair, and service program and ensures compliance in law and DoD policy with respect use and vehicle operator care, maintenance, and service. This individual may function independently or lead and manage a team of personnel who plans, organizes, manages, and provides non-standard global vehicle fleet management, maintenance, and logistics support services. The incumbent serves as project officers or project team leads ensuring the timely repair of assigned vehicles, monitor contract, and warranty repairs and develop long and short-range plans and programs to keep client vehicle maintenance schedules on track. The VFMM also oversees delayed maintenance, accident and abuse programs and monitors including maintain vehicle historical data and records.
Responsibilities
Lead, manage, or advise members of the Client’s vehicle fleet management and maintenance team.
Direct the establishment and operation of organizational shop stock lists for field repair and maintenance related operations.
Establish and enforce maintenance facility fire and safety programs.
Manage organizational vehicle fleet calibration requirements and organizational level oil analysis program.
Prepare vehicle readiness reports. Writes and updates internal standard operating procedures (SOPs) for maintenance areas.
Direct emergency recovery and repair for all organizational vehicles equipment.
Manage, perhaps when directed perform periodic vehicle maintenance and services.
Manage dispatch of client vehicle fleet.
Advise and assist the Client’s Regional Vehicle Fleet Managers on all vehicle maintence related matters.
Assist the Client’s staff with pre-, during, and post armored vehicle manufacturing quality assurance and evaluations.
Install modification work orders to improve or replace vehicle parts.
Manage the requisitioning and exchange of repair parts and disposal of petroleum, oil, and lubricants (POL) products.
Establish internal policies and procedures to receive, issue, and store tools, parts, publications, and POL products.
Perform basic inspections, repairs, routine maintenance and physical adjustments to vehicles (i.e. paint jobs) in accordance with original equipment manufacturer (OEM) specifications.
Travel globally to various CONUS and OCONUS locations, often to austere, remote permissive, non-permissive environments including U.S. Embassies, providing vehicle fleet management and maintenance services
Conduct quality assurance and evaluations, repair, service, and maintenance of Client vehicles.
Prepare reports of action taken on vehicles using federal technical publications and processing checklists.
Diagnose, adjust, repair, or overhaul vehicles and all types of engines (diesel [including hybrid], gasoline [including hybrid], and electric).
Work primarily with diesel engines.
Apply principles, techniques, procedures, and equipment to the design and production of various goods and services.
Conduct Client operational needs assessments, meeting quality standards for services, and evaluation of customer satisfaction.
Perform routine maintenance as directed on vehicles or equipment and determine when and what kind of maintenance is needed.
Conduct Root-Cause analysis of vehicle operating errors and deciding what to do about it.
Determine the kind of tools and equipment needed to do a job.
Install equipment, machines, wiring, or programs to meet specifications.
Conduct tests, evaluations, and inspections of technology, products, materials, services, or processes to evaluate quality or performance.
Qualifications
Minimum Qualifications
Education/Certifications:
Must have an current, active TS/SCI security clearance with either a CI Poly or Full-Scope Poly
Minimum of a high school or general education diploma. Completion of college-level courses in Business Administration, Vehicle Maintenance or other applicable functions is highly desirable.
A minimum of three (3) plus years of U.S. Military, Intelligence Community (IC), Joint Special Operations Command (JSOC), or Other DoD Agency experience, plus a minimum of two (2) years working vehicle maintenance support and Training Certificate from Military Service or Technical School
Valid US Driver’s and be able to obtain an International Driver’s License
Must have a valid US Passport
Must be worldwide deployable, often to remote, austere permissive and non-permissive environments
Be able to acquire and meet US Central Command Medical Screening qualifications
Develop and Build relationships with logistics management counterparts within parent organization as well as with external organizations facilitating the coordination of various logistical support projects.
ASE Certified required.
CDL desired, but required
Toyota Master Certified Technician preferred, but not required
BMW Certified Maintenance Technicians desired, but not required.
Mercedes Benz Certified Maintenance Technicians desired, but not required.
PMP desired, but not required.
Experience:
Commercial light- and heavy- armored vehicle repair, maintenance, and service required.
Diagnosing, adjusting, repairing, or overhauling vehicles and all types of engines (diesel [including hybrid], gasoline [including hybrid], and electric).
Small engine repair, maintenance, and service
Diesel engine repair, maintenance, and service
Knowledge:
Non-traditional logistics methods, techniques, and mechanisms
Untethered logistics methods, techniques, and mechanisms
21st Century Foraging methods, technique, and mechanisms
Federal Acquisition Regulations and/or the Defense Federal Acquisition Regulation (FAR/DFAR)
Supply chain and Supply Chain Risk Management principles and methodologies
Skills:
Possess knowledge of vehicle maintenance machines and tools, including their designs, uses, repair, and maintenance.
Knowledge of circuit boards, processors, chips, electronic equipment, and computer hardware and software, including applications and programming.
Must possess excellent computer, interpersonal, and oral and written communication skills.
Communicate well verbally and in writing at all organizational levels
Work independently with minimum supervision or oversight and as a team player
Work nights and weekends for operational necessities, as required
Continue developing professional licenses, certifications, and expertise through formal training and on-the-job experience
Handle multiple, demanding, and complex projects in a timely manner with accurate results

Supervisory/Budget Responsibilities:
Advise and assist Client with planning, programing, budgeting, and executing organizational global vehicle fleet maintenance budgetary requirements.
Serve as team lead on single or multiple projects
Other Requirements:

Must be able to work in an operationally sensitive environment
Function in an office environment in a stationary position approximately 50 percent of the time or more.
Function in a warehouse or vehicle maintenance facility.
Be able to operate standard office equipment, such as a computer, copy machine and printer.
Work well in team environments including demonstrate the ability to function independently with minimal supervision.
