Responsibilities

  • Manages daily tasks and work orders involving water treatment operations and maintenance.

  • Oversees the monthly testing of potable water conducted by a subcontractor lab.

  • Oversees the storm water pollution prevention program, drinking water program, water sampling program.

  • Schedules personnel to operate and maintain equipment at the treatment facility.

  • Manages potable water operations during emergency responses.

  • Establishes adequate material, chemicals and equipment inventories for system needs.

  • Budgets, monitors, and controls water department costs.

  • Submits projects for planning and upgrading water treatment facilities, to include related pumping systems.

  • Oversees the operation, maintenance and installation of chlorine injection systems.

  • Draft the necessary reports.

  • Ensures the water treatment plant maintain compliance requirements and applicable regulations.

  • Pursue training courses for certifications to comply with the select team members that enhance knowledge of utilities, safety, and management.

  • Reviews construction plans and provide inspections, if necessary, for various projects.

  • Develops maintenance plans.

  • Monitors the preventive/predictive maintenance checks and operational repairs of water equipment.

  • Initiate corrective actions to operational problems.

  • Manages Pretreatment Program, to include inspections, testing, and other items to ensure compliance.

  • Must be able to work collaboratively and cooperatively with a diverse team of personnel.

Qualifications

Minimum Qualifications

  • High School Diploma or equivalent.

  • Must be able to obtain and maintain a Security clearance for High Value Assets (HVA)

  • The contractor shall employ licensed/certified ORC(s) to maintain operations 24/7, 7 days/week.

  • Must be able to obtain and maintain a Security clearance for High Value Assets (HVA). AORC must be able to obtain the T3 and D3 certification requirement within 180 days upon hire for supervising or directing the operation and maintenance of the water treatment plant and water distribution system and makes process control and system integrity decisions in the absence of the ORC.

  • Must be certified by the WQOC within six months upon hire.

  • In addition, requests for reciprocal certification will be approved by the WQRC on case-by-case basis.

  • Shall be able to pass a security background check and possess a Common Access Card (CAC).

  • All ORCs and plant personnel employed to operate the treatment and/or distribution system shall be certified with at least T2 or D2 but can only operate the system process (treatment or distribution) in which they maintain certification.

  • All applicants for ORC or plant operators must be certified by the WQOC within one year of hire. In addition, requests for reciprocal certification will be approved by the WQRC on case-by-case basis.

    Experience

  • Four (4) years' of previous experience in water processing facilities.

    Skills

  • Must possess good organizational skills

  • Computer proficiency in Microsoft Office Excel, PowerPoint, Outlook, and Word

  • Ability to work with very diverse workforce

  • General office and shop environment. Expectation is the AORC will frequently visit the water treatment facilities to inspect and ensure treatment plant operators’ compliance.

  • A normal work week is 48 hours (5 days per week). Must be willing to work additional hours when mission requires.

    Work Environment

  • Work is weighted toward the field environment; however, some work is conducted in an office or shop environment. May walk in rough terrain, sit, talk, listen, and use hands and fingers for job functions. The ability to reach with hands and arms, and the ability to voice communicate is required. The Supervisor must have hand-eye coordination necessary to operate various tools and equipment of the trade, and able to lift at least 50 pounds. The Supervisor must be able to work under adverse conditions including; darkness, wet weather, hot weather, etc., and will be required to supervise work, which is performed primarily outdoors.
