Responsibilities

V2X is seeking a mid-level Supply Chain/Subcontracts manager to support the Global Mission Training and Sustainment (GMTS) business unit. This individual will manage a team of subcontracts, in Europe. This individual will collaborate closely with various Program Managers and will be directly accountable for ensuring the programs Subcontracts needs are met. This individual will also be responsible for the development, coordination, and execution of all program labor strategies, budgeting and forecasting, supply chain objectives, and enterprise objectives. This individual will also be responsible for supporting major business development efforts – from establishing agreements with key suppliers, to creating optimal supply chain strategies. The individual should be a strong leader with demonstrated project management skills, a self-starter capable of developing and achieving organizational and program objectives, an excellent communicator to ensure programs are adequately supported from a Supply Chain and Subcontracts perspective and be able to successfully interface with all levels of internal management. Compliance is paramount to this role. This individual will ensure supply chain compliance with proper regulatory guidelines (FAR, DFAR and any other regulatory requirements specific to the contract) and V2X corporate procurement system policies and procedures. Complex problem-solving, exercising ethical judgement within broadly defined practices and policies, making sound Supply Chain decisions, and protecting the legal/financial interests of V2X during discussions and interactions with customer and suppliers will be expected.

Remote- based in Germany.

What you will do:

• Manages/administers subcontract agreements for DoD and non-DoD. • Manage a team of supply chain/subcontracts professionals, accountable for teamwork product quality and compliance • Administers in a paralegal manner on all interpretations of Subcontracts and Amendments, Teaming Agreements, Consultant Agreements and any other subcontract legal documents. • Plans, organizes and manages multi-functional "best value" source selections. • Reviews and interprets subcontracts specifications, requirements and terms and conditions for incorporation into proposal submittal to customers. • Ensures all actions of the team, including subcontract and purchase order awards, are in full compliance with Vectrus Corporate Purchasing procedures and policies as well as Government Prime Contract requirements. • Responsible for providing input to negotiation and execution of teaming agreements with potential subcontractors. • Support the issuance of RFPs to prospective subcontractors and vendors and provides expertise to service selection activities. • Responsible for providing input to negotiation and execution of teaming agreements with potential subcontractors. • Monitors subcontracts performance to ensure that all contract terms and conditions are met. Assists in managing the Subcontractor Past Performance Evaluation Report System. • Assists Program Managers or Capture/Proposal Managers in the business management of subcontracts and leading the development of subcontract proposals in support of V2X’s business capture department. • Provides pre and post award administration of a variety of contracts including CPAF, FP, FPAF, T&M, etc. • Assists in directing coordination with other departments on matters related to Subcontracting; prepares responses as necessary to customer correspondence and other requests.

Assists in managing the Subcontractor Past Performance Evaluation Report System. • Assists Program Managers or Capture/Proposal Managers in the business management of subcontracts and leading the development of subcontract proposals in support of V2X’s business capture department. • Provides pre and post award administration of a variety of contracts including CPAF, FP, FPAF, T&M, etc. • Assists in directing coordination with other departments on matters related to Subcontracting; prepares responses as necessary to customer correspondence and other requests. • Maintains subcontracts and procurement procedures and policies to ensure compliance with Government/customer contractual requirements. • Maintains an in-depth understanding of supply levels and services for assigned subcontract agreements. • Assists in ensuring that subcontract proposal plans and approaches of the Administrative and Cost Volume of a proposal meet the sub-contractual requirements of the RFP, Federal Acquisition Regulations and Cost Accounting Standards. • Develops cost or price analysis, subcontracting plan, as necessary, for inclusion in proposals. • Leads negotiations with subcontractors; documents reviews of subcontracts; makes recommendations to management to execute subcontract documents; obtains necessary consent and subsequently issues subcontract. • Establishes subcontractor budgets, authorizes funding, reviews and approves invoices for payment, reports subcontract status to Project Manager. • Assists in communicating Subcontracting policies/standards to Subcontract Administrators operating/performing administration on projects/programs in Systems. • Monitors performance of suppliers. • Tracks data to keep informed on price trends and market dynamics. • Negotiates with suppliers and analyzes suppliers’ operations to determine factors that affect prices and to determine lowest cost consistent with quality, reliability and ability to meet required schedules. • Maintains and approves supplier progress reports, invoices and maintains records indicating payment and liquidates balances. • Continually monitors and reports supplier lead times of goods and services ensuring Programs requirements are met. • Prepares Request for Proposals (RFP), Request for Quotes (RFQ) and bid packages. • Monitors supplier cash flow and general health of the assigned suppliers to assure uninterrupted material and/or service supply. • Reviews and interprets subcontracts specifications, requirements and terms and conditions for incorporation into proposal submittal to customers. • Support the issuance of RFPs to prospective subcontractors and vendors and provides expertise to service selection activities. • Reviews proposals, negotiates prices, selects or recommends suppliers, analyzes trends and maintains necessary records. • Monitors subcontracts performance to ensure that all contract terms and conditions are met. Assists in managing the Subcontractor Past Performance Evaluation Report System. • Assists Program Managers or Capture/Proposal Managers in the business management of subcontracts, may be key participant in leading the development of subcontract proposals in support of Vectrus's business capture department.

• Provides pre and post award administration of a variety of subcontracts including CPAF, FP, FPAF, T&M, etc. • Assists in directing coordination with other departments on matters related to Subcontracting; prepares responses as necessary to customer correspondence and other requests. • Assists in ensuring that subcontract proposal plans and approaches of the Administrative and Cost Volume of a proposal meet the sub-contractual requirements of the RFP, Federal Acquisition Regulations and Cost Accounting Standards. • Develops cost or price analysis, subcontracting plan, as necessary, for inclusion in proposals. • Leads negotiations with subcontractors; documents reviews of subcontracts; makes recommendations to management to execute subcontract documents; obtains necessary consent and subsequently issues subcontract. • Establishes subcontractor budgets, authorizes funding, reviews and approves invoices for payment, reports subcontract status to Project Manager. • Assists in communicating Subcontracting policies/standards to Subcontract Administrators operating/performing administration on projects/programs in Systems. • Sources, negotiates and purchases machinery, equipment, tools, packaging materials, parts, services and/or supplies necessary for the operations of an aerospace organization. • Compiles and analyzes statistical data to determine feasibility of buying products and to establish price objectives. • Evaluates areas of opportunity to leverage material acquisitions. • Negotiates with suppliers and analyzes suppliers’ operations to determine factors that affect prices and to determine lowest cost consistent with quality, reliability and ability to meet required schedules. • Reviews proposals, negotiates prices, selects or recommends suppliers, analyzes trends and maintains necessary records. • Manages/administers execution of Consultant Agreements, Nondisclosure Agreements, and Teaming Agreements, as required for new captures as assigned in the region • Prepares Request for Proposals (RFP), Request for Quotes (RFQ) and bid packages. • Reviews and interprets subcontracts specifications, requirements and terms and conditions for incorporation into proposal submittal to customers. • Maintains the highest ethical personal and professional standards. • Continuously monitors awarded subcontracts overall performance, on-time delivery, and quality to ensure that all Subcontract terms and conditions are met and coordinated with the Program Managers and Program Management Office (PMO) in the business management of subcontracts. • Other projects and initiatives as assigned.

Material & Equipment Directly Used • Personal computer, printer, copy machine and other general office equipment. • Proficient in the use of computers and computer software programs such as Word, Outlook, PowerPoint, and Excel.

Qualifications

Education:

  • Bachelor’s Degree in Business, Supply Chain or a related field.

    Preferred Certifications/Licenses:

  • Certification by National Contract Management Association (NCMA) or Association of Supply Chain Management (ASCM)

    Experience:

  • A minimum of eight (8) years’ experience or equivalent working a wide variety of contracts and subcontracts with a strong background in subcontract administration and management.

  • A minimum of five (5) years’ experience in direct government contracting.

  • Must have experience with preparing RFQs/RFPs, review and negotiate terms and conditions, make best value source selection decisions to determine lowest cost consistent with quality, reliability and ability to meet schedule requirements.

  • Experience must include bid solicitation and supplier selection based upon best value analysis with a federal contractor.

  • Proficiency with Microsoft Office applications, being able to present financial information clearly and succinctly.

  • Excellent communications skills with the ability to exchange information and interface effectively with suppliers are required.

  • Significant purchasing and/or subcontracting experience (sustained annual purchases totaling more than $15M). Prior program management experience or equivalent education may be substituted.

  • Must be able to pass a background investigation to obtain a public trust position (if required for the position).

  • Must be able to obtain and maintain a DoD security clearance (if required for the position).

  • Must be able to work flexibly, such as weekends or other shifts, when required.

    Preferred Experience:

  • Previous experience with procurement and supply chain compliance desirable.

  • Working knowledge of Supply Chain and Material Management processes.

  • Strong understanding of Price / Cost Analysis methodologies and principles.

  • Price / cost analysis experience.

  • Experience in establishing strategic relationships with key suppliers who provide materials and services to the US Navy, Air Force, or government customers and are aligned to the Company’s needs

  • Forecasting and planning experience related to US Navy, Air Force, or other government program requirements

    Skills • Proficiency with FAR/DFARS requirements and U.S. Government subcontracting • Proficiency with SAP software to report and place purchase orders and plans • Ability to maintain confidentiality of sensitive information and Company Proprietary data.
