Vectrus Deputy Task Order Manager in Kuwait

Overview

This position will be physically located in Kuwait

Deputy Task Order Manager reports to the Task Order Manager and is responsible for assisting in the day to day operational execution of all LOGCAP Program functions for the appropriate Task Order. Deputy Task Oder Manager is responsible for problem resolution, planning, execution, and leadership of LOGCAP forward functions. Assists the Task Order Manager with the budget for the Task Order project. The Deputy Task Order Manager must demonstrate exemplary management and leadership capabilities, especially in the areas of collaboration, team building, talent development, fiscal and human resources management, and process improvement. The Deputy Task Order Manager interfaces with prime contractor leadership at all levels in the location for mission accomplishment and problem resolution. Manages and directs engineering/operations on a major LOGCAP V IDIQ task project, or manages multiple IDIQ tasks, providing necessary project management and leadership to assure technical, cost, and schedule deliverables.

Responsibilities

  • Assists the Task Order Manager on all project duties.

  • Duties may include: support of complex and/or technologically challenging tasks including the leadership in generating the Task Plan and Cost Proposal,

  • Provides guidance during the task implementation, conducting technology assessments and making recommendations for technology insertions,

  • Ensuring operational support to customers, providing technical consultation advice to Department Managers regarding design issues, development and test approaches

  • Leading teams established by the Task Order Manager to conduct investigations of programmatic or task-level problems and to make recommendations for recovery plans;

  • Develops, maintains, and reports technical performance metrics which effectively measure the level of performance in execution of the SOW and IDIQ Task Orders.

  • Provides direction and discipline to employees and is responsible for the evaluation of personnel performance.

  • Develops implements and applies management control procedures. Ensures that quality standards are applied to all levels of the work and measured for effectiveness.

  • Establishes policies and procedures for performance and control of all company business management functions a

  • Directs/monitors the development of project standard operating procedures and project orders.

  • Ensures that material maintenance, transportation, supply, operation of Government-automated systems a

  • Monitors the performance of department managers and supervisors and submission of CDRL reports.

  • Serves as the principal liaison between company and Government on this contracts.

  • Interfacing with Government contracting authorities, using agencies, technical representatives and managers. Directs and approves contract modifications.

  • Approves budget, monitors contractual performance and costs of the work and takes action to minimize/correct discrepant conditions.

  • Establishes and monitors the overall TQM program. Ensures all cascade training is performed and realistic goals are established for the project.

  • Manages and tracks TO Budget on a periodic basis and provides financial reports to the Task Order Manager.

  • Tracks all payments and financial information within the Task Order and for all TO Contracts and Purchase Orders.

  • Participates as required and directed in all financial internal and external audits.

  • Ensures that all employees adhere to and comply with the US military general orders

  • Performs other duties as assigned.

Qualifications

  • Minimum Qualifications: One-Year of education may be substituted for one year of experience.

  • Bachelors Degree in Business Administration, Contract Administration, Industrial Management or equivalent.

  • Clearance:

  • Active Secret Clearance

  • Experience:

  • Minimum of 5 years of related project management experience

  • Five (5) years of leadership experience with progressively higher in the public and/or private sector.

  • Specialized areas of experience may include: logistics support in the areas of supply, maintenance and transportation

  • Skills:

  • Excellent planning and organization ability

  • Strong organization skills with the ability to manage multiple large complex projects

  • Experience Leader and Mentor with superior delegation skills

  • Thorough Knowledge in contract management including production of Scopes of Work, Budgets, Schedules, contract development, bidding-award, contract administration

  • Knowledge of US military operations and contracting support in a contingency environment is desired.

  • Significant experience in project development and implementation management, including planning, budgeting, scheduling, forecasting, developing and implementing policies

  • Sound civilian/military management background displaying the ability to staff, organize, lead, and manage a diverse work force greater for large multi-national workforce

  • Strong leadership skills with ability to effectively lead teams and influence others.

  • Supervisory Responsibilities:

  • Manages and directs Department Managers. Assists the Task Order Manager with budget responsibilities as needed.

  • Working Conditions:

  • Duties will involve the conduct of work in the outdoors with a potential exposure to extreme climatic conditions including frequent dust storms, and high temperatures;

  • up to 130F degrees in the summer months, as well as extreme cold areas of the world such as the Korean peninsula. Potential exposure to chemical or biological

  • agents could exist. Employee use of Personal Protective Equipment (PPE) in certain areas is required. Such PPE includes but is not limited to head, foot, hand, torso,

  • respiratory, vision and hearing protective devices.

  • Physical Requirements:

  • Must be able to lift/push/pull 25 lbs.; Work will require walking up and down stairs, prolonged standing, prolonged sitting. Employee use of personal protective

  • equipment (PPE) is required for some situations. PPE includes, but is not limited to, head, foot, torso, respiratory, vision, and hearing protective devices. Must comply

  • with all Fire and Safety Regulations and post policies.
