Vectrus ESH Engineer, Senior in Kuwait

The ESH Engineer, Sr. works as a seniorleader for the Army Environmental Programs in Kuwait. They are responsible forensuring the execution of all PWS requirements in the Environmental ComplianceProgram, Hazmat/Hazwaste Management, Water and Wastewater Compliance andMonitoring, Spill Response and Prevention, Recycling, and the Integrated PestManagement Program across the all US Installations in Kuwait. They work with managers, supervisors, leads,and officials to eliminate or control hazardous operations or conditions. Inaddition, they may be required to operate within the following fields:
1. Water/Wastewater – Domestic, Industrial and Drinking
3. Pest Management
4. Spill Response
6. Hazardous Materials and Hazardous Waste
Workassignment may sometimes be narrowly focused, (e.g., work performed by aninspector, analyst, research, or instructor), therefore they must have ageneral knowledge of environmental, safety and occupational health methods,practices, principles and procedures to perform effectively. Sr. ESH Engineerwork is also characterized by the need to develop educational material andtechniques. Sr. ESH Engineers often promote a wide variety of trainingactivities designed to achieve awareness of environmental hazards andcorresponding compliance procedures. Some Sr. ESH engineers, on a recurringbasis, inspect facilities and organizations to cite compliance violations,recommend corrective actions, and ensure that hazardous conditions andenvironmental risks are eliminated. Inspections of establishments may bedifficult and even controversial where management is negligent or uncooperativeor where there is disagreement over the interpretation of environmentalstandards.
MAJOR JOB ACTIVITIES:
1.Developsand submits Environmental Plans, Standard Operating Procedures, WorkInstructions and environmental documentation to facilitate environmentalstewardship and mitigate environmental hazards.
2.Conductsand submits Environmental Baseline Surveys (EBSs), Environmental ConditionReports (ECRs). Environmental Impact investigation and reporting, EnvironmentalImpact Assessment (EIA), and overall formal Environmental reports anddocumentation.
3.Conductsemergency planning, hazard analysis and tracking, Job Safety Analysis, and RootCause Analysis.
4.Developsstatistical information to support environmental data tracking and managementdecisions.
5.Develops,implements and trains environmental procedures as required to maintain a safeworking environment.
6.Liaisonswith internal and external entities to ensure environmental requirements aremet.
7.Plansand executes environmental meetings, working groups and other environmentalevents.
8.Performsother duties as required.
MATERIAL& EQUIPMENT DIRECTLY USED
Material & equipment directly usedtypically involve documentation of conditions during inspection/assessment;such as camera, rough sketch drawing, and computer to complete reports. Otherequipment involves photoionization meters, GPS receivers, tape measures, andother analytical tools. Motor vehicle operations required.
Work is generally office environment. However, duties will involve the conduct ofwork in the outdoors with a potential exposure to extreme climatic conditionsincluding frequent dust storms, and high temperatures – up to 130 degrees inthe summer months. Potential exposure to chemical or biological agents couldexist. Employee use of PersonalProtective Equipment (PPE) in certain areas is required. Such PPE includes but is not limited to head,foot, hand, torso, respiratory, vision and hearing protective devices. Candidate must comply with all Fire, Safetyand post policies. Normal work week is48 hours, but must be able to work overtime or nights as required; to include,holidays.
Workmay require heavy lifting (up to 65 pounds), stooping, climbing, prolongedstanding, prolonged sitting, and working with or in areas where a potentialcould exist for exposure to physical, chemical or biological agents.
Education/Certifications: One year relatedexperience may be substituted for one year of education, if degree is required.B.S. or B.A. degree in Engineering, Science or Mathematics.
Program Specific Requirements – (annualand recurring certifications required in):
•24Hour HAZWOPER or 40 Hour HAZWOPER
•Proficientin computer work including but not limited to Microsoft Office and Outlook
5 years professional environmentalexperience dealing with multiple and complex environmental programs includingWater and Wastewater Management, Hazardous Material/Waste Management, andCompliance Programs. Knowledge of ISO 14001 Environmental Management System(EMS), environmental regulations, policies, and procedures applicable to US,Army and Kuwait.
Excellent organization and communicationsskills, both writing and speaking, are required. Computer literate in allaspects of Microsoft office. Knowledge of GIS is an advantage.
Provides general supervision to a staff upto and exceeding 15 personnel and reports to the Environmental Manager.
