Vectrus HOUSING LEAD in Kuwait

Leads the Housing Office operations to meet the PWS, ASG-KUHousing Policy and SOP requirements to providing billeting support to ASG-KU duringnormal duty hours or after during duty hours hrs in absence of the Supervisor,to include supervision of up to twenty-five employees in the mission of datainputs, conducting issue/clearance inspections of Billets/PCB’s/BA’s/Trailersto PCS, TCS, TDY, R&R transient servicemembers, DOD/DA civilians, and USGsponsored contractors.
MAJOR JOB ACTIVITIES:
1.Coordinatewith the Civilian Personnel Office (CPO), ASG-KU Protocol, Executive ServiceBureau (ESB), Department of Army Civilian (DAC) Off-Post Housing, COR, NCOIC,Housing Point of Contacts (POC’S), ASG-KU Staff and other tenant units forarrivals and departures of PCS, TCS, TDY, and R&R personnel during normalor after duty hours.
2.Prioritizes assignments IAW AR 420-1, Housing SOP, andASG-KU Camp (s) local policies and procedures based on the availability ofbillets/furnishings.
3.Inspects all assignment packets prepared during thenormal duty hours for accuracy and completeness prior to staff performing datainputs.
4.Maintainrecords of the status of assigned and available billeting for each rank orgrade of personnel for each housing area.
5.Providesquality control checks of all Local database inputs and reports prepared byHousing staff on duty to ensure accuracy and completeness prior to publishingand distribution.
6.Verifiesupdates of housing assignment (billeting locator) list nightly prior to publishing.
7.UtilizeCommon Access Card (CAC) to communicate via Military NIPR Enterprise Email withHousing POC’s, Sponsors, ESB, ASG-KU Housing OIC/NCOIC, to receive billetingrequests, military orders, and other unclassified information regarding reservations,assignments or terminations, and distribute to the appropriate sections forprocessing.
8.Ensuresall billeting requests have been responded to by Housing Coordinators withreservation numbers sections not having CAC access, have required hard copy documentsto process for reservation, assignment, or termination.
9.Reviewswork in progress to ensure accurate results and to assess quality and quantityproduced by employees.
10.Oversees and assists in cleaning of DVQ and VIP roomswhen back to back reservations occur/Arranges escorts for cleaning/maintenancepersonnel and maintains positive key control on primary access keys for allbillets under the control of ASG-KU.
11.Familiarizes self and subordinate staff with theprocedures for issuing/receiving linen and room keys and assists with issuingin absence of Key Room staff and Furnishing staff.
12.Assists the Supervisor in the development, counseling,and training of shift employees; makes recommendations to work scheduling toensure adequate coverage to meet PWS requirements 7-days a week after dutyhours; coordinates with the Supervisors for additional resources required toaccomplish mission.
13.Takes charge and provides direction to nightshift onpreparation, assignment, terminations, and joint inventories of Permanent,Semi-permanent and transient billeting.
14.Point of contact to handle situational issues, oremergencies that would require a level of leadership and experience in theabsence of the Supervisor, and informs all Housing Military and Contractor staffon issues requiring immediate attention.
15.Singlepoint of contact for receiving and submitting HVAC, Electrical, Carpentry andPlumbing Work Orders to the DPW Work Order Reception Desk after duty hours, 7 nightsa week and tracks status of open work orders submitted by Housing while onshift.
16.Providesanswers to residents/guests regardingDPWservices, pest control, laundry facilities, waste collection, cable service,telephone service, fire safety and other housing-related queries.
17.Directson-the-job training and cross training for Housing employees.
18.Assistswith and prepares for inspections and responds to Contracting OfficerRepresentative (COR) and Housing NCOIC requests through the Supervisor and theManager.
19.Insuresstaff compliance with the Housing Performance Work Statement (PWS), and theVectrus KBOSSS Policies and Standard Practices (P&SP’s).
20.Establishes and continuallyenforces a positive safety culture throughout the Housing operations.
21.Adjustsschedule as necessary (subject to swing shift) and cross train to assist othersections in the Housing Branch, or other Community Service Departments (CSD) whenshort staffed or when mission surge occurs.
22.Must be willing to work on holidays, shortnotices, all shifts, overtime and be assigned to any Housing locationin Kuwait. Vacation scheduling will also be dictated by missionrequirements.
23.Performs other duties as assigned.
MATERIAL & EQUIPMENT DIRECTLY USED:
Non-tactical vehicles, Computer,laptops, scanners, printers, faxes, other network equipment and other generaloffice equipment.
Workis generally conducted in an office environment.However, duties may occasionally involveworking outside with a potential exposure to extreme temperatures.Employee use of personal protective equipment(PPE) is required for some situations.PPEincludes but is not limited to head, foot, torso, respiratory, vision, andhearing protective devices.
Work may require intermittent liftingup 25 lbs, stooping, bending, climbing, prolonged standing, prolonged sitting,viewing of computer monitors for long periods of time, and working with or inareas where a potential could exist for physical exposure to extreme dust andtemperature up to 130F degrees, chemical or biological agents.
Education/Certifications : One year related experience may be substituted forone year of education, if degree is required.
- High School diploma is required.
- A valid driver's license and the ability to obtaina U.S. Government Motor Vehicle Operator's license and Kuwait Driver’s License.
Must be able to obtain Common Access Card (CAC). EXPERIENCE :
Approximately3years of hotel/housing experience with at least 1 year ofreservation/scheduling experience.
- Preferably familiar with U.S. Army Protocol or DPWHousing operations.
- 1 year of similar day/nightshift responsibilities arepreferred.
- Previous leadership experience.
Must have 3 years of customer service experience. SKILLS :
Must also be fluent in spoken and written English.Must have a good command of military rank structure.Preferably familiar with related US Army regulation and pamphlets.
- Must be proficient in intermediate level MS Office software applications such as Word, Excel, Access and Power point.
- Must be flexible and have excellent interpersonal skills.Must be able to recognize and quickly resolve customer issues, lead night shift personnel, and work independently with little or no supervision.
- Must be able to handle multiple tasks at any given time.
- Must be able to demonstrate strong leadership and influencing skills.
- Ability to speak conversational Arabic or Hindi to communicate with emergency service technicians is a plus.
Will have direct oversight of HousingCoordinators, Housing Specialists, and Housing Associates.
