Vectrus Manager Management Operations Center (MOC) in Kuwait

Overview

This position is physically located in Kuwait in support of LOGCAP

  • This position is for the Management Operations Center Manage (MOC) supporting the LOGCAP V KU/APO Task Order in Kuwait, Qatar, and other AORs. The MOC Manager support role is expected to oversee and coordinate the operational aspects of ongoing projects across the entire program and serves as a liaison between program management, directorates, and site management teams. This role is responsible for the schedule and technical performance of the LCV KU program. As MOC Manager, you will lead an operations team to capture and analyze workload, lessen costs, enhance quality, improve performance and reliability, and increase the overall competitiveness of our service delivery line. This position serves as a key client contact on status and performance as well as anticipating and fulfilling client needs to ensure contract compliance and mission assurance.

    The MOC Manager assesses project issues and in coordination with the respective directorates develops mechanisms for monitoring project progress. This role involves problem-solving and requires interaction with multiple directorates, including Public Works, Information Management, Installation Logistics, Emergency Services, Community Services, Supply Chain, Business Advisories, and Program Managers. Specific tasks include ensuring contract compliance IAW the Technical Data Package (TDP), monitoring contract workload, CDRL submittals, developing and managing METs, and analyzing directorate submittals. The position will be expected to interact daily with directorate resources to ensure all program requirements are met and ensure that all supported contracts meet their delivery schedule, cost, and performance requirements.

Responsibilities

  • Develop detailed work plans, schedules, resource plans, and status reports and oversee the development and delivery of all program and contract deliverables, ensuring adherence to timelines, contract requirements, and quality standards.

  • Prepares, develops, and coordinates the Mile Execution Tracker (MET) to meet all program and contract objectives. Ensures program schedules are horizontally and vertically integrated.

  • Work closely with the Site Managers and Directors in the planning and execution of tasks and projects to ensure requirements are met, communication is open and transparent, and any issues are resolved in a timely manner.

  • Perform risk and opportunity management (RSKOM) functions for the contract scope in concert with the overall program objectives.

  • Generation of reports, logs and metrics as determined by the Program Management Team . This includes daily/weekly/monthly reports, monthly performance metrics, and other reports as requested.

  • Conducts project status and review meetings with key program stakeholders and is responsible for project tracking and analysis.

  • Interface with the LOGCAP Professionals or US Government customers as needed.

  • Provide programmatic, technical, and analytical guidance to the program team. Recommend and take action to direct the analysis and solutioning of problems.

  • Other assigned duties as assigned by the Manager.

Qualifications

  • Minimum Qualifications: Education/Certifications: One-year related experience may be substituted for one year of education, if degree is required.

  • Must be CAC eligible and/or able to obtain a Common Access Card (CAC)

  • Must be a U.S. Citizen

  • A valid driver’s license and the ability to obtain a U. S. Government Motor Vehicle Operator’s License and host nation Driver’s License, is required.

  • Education:

  • BS/BA Degree or equivalent

  • Experience:

  • Minimum of 5 years experience in Base Operations and Support Service contracts.

  • Skills:

  • Ability to generate reports, logs and metrics as determined by the Program Management Team. This includes daily/weekly/monthly reports, monthly performance metrics, and other reports as requested

  • Ability to provides performance objectives, periodic performance evaluations, performance improvement plans, on-the-job training, mentorship and leadership to personnel assigned as your direct reports.;

  • Ability to develop draft communications, as needed, for TO management relating to corporate services bulletins, updates, upcoming trainings, and reporting changes.

  • Extremely proficient with project management systems (Microsoft Project, Excel, PowerPoint, and Word).

  • Material & Equipment Directly Used

  • Personal computer, laptops, scanners, printers, telephones, 10 key calculators, data devices, and other office related equipment.

  • Working Conditions:

  • Must be capable of working in an extreme weather conditions with temperatures exceeding 120 degrees Fahrenheit.

  • Indoor and/or outdoor environment with very adverse and harsh conditions (i.e., hot, dry, duty, desert environment with average temperatures of 30 degrees in the winter and 130 degrees in the summer months).

  • Includes some industrial production environment conditions as well.

  • Physical Requirements:

  • Light work. Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.

  • Work may require heavy lifting, stooping, climbing, prolonged standing, prolonged sitting, and working with or in areas where a potential could exist for exposure to physical, chemical, or biological agents.

  • Employee use of personal protective equipment (PPE) is required for some situations. PPE includes, but is not limited to, head, foot, torso, respiratory, vision, and hearing protective devices.

  • Must comply with all Fire and Safety Regulations and post policies.
