Vectrus Child Youth Services Education Supervisor in Marshall Islands

Overview

This position is physically located in the Marshall Islands in support of LOGCAP

Child Youth Services Education Supervisors operates a portion of Child Youth Services Department. Performs duties under the general direction of the Program Director who outlines program objectives. Works with Specialists and CYPAs to facilitate a safe and productive learning environment for all children.

May oversee the year-round CYS Child Development Center serving children aged 6 weeks to 5 years in a variety of early education programming options to best meet the development needs of children and the care needs of families on Kwajalein. Serves as a supervisor for direct-care program staff with responsibility for the operation and program in accordance with applicable regulations for the Child Development Center.

May oversee the year-round Youth Programs. Programs include the School Age Center before and after school program, K-6 camps (summer, winter, and spring) when school is out of session, the Youth Center program for 12–18-year-olds providing after school, night, and weekend programming, and the Youth Sports program serving youth 2- 18 years with team and individual sporting options. Serves as a supervisor for direct-care program staff with responsibility for the operation in accordance with applicable regulations for youth.

Responsibilities

  • Applies professional knowledge to plan, implement, and supervise a comprehensive program that promotes growth and development of children and youth.

  • Works cooperatively with other CYS managers to ensure seamless service and continuity of quality options for all children and youth.

  • Provides program oversight and accountability for the performance of staff and the safety and well-being of children and youth IAW DoD, Army and local policies and standards.

  • Explains and enforces program guidance, procedures, policies, and directives to team members.

  • Supports the CYS Director in reviewing and updating policies, procedures, and SOPs to support program goals as necessary.

  • Ensures staff follow risk management procedures (i.e., abuse prevention, identification, and reporting procedures; accident prevention, etc.).

  • Visits programs during all hours of program operation on a regular basis.

  • Models appropriate behaviors and techniques for working with children/youth.

  • Finds ways to improve production or increase the quality of the work directed.

  • Maintains control of and accounts for whereabouts and safety of program participants.

  • Collaborates with the deputy director to establish work schedules to meet ratio and group size requirements.

  • Monitors and analyzes adult/participant ratio sheets to ensure proper staffing and supervision policies are enforced.

  • Ensures children/youth are always appropriately supervised; if no direct care staff are available for coverage the Supervisor will act in ratio to maintain required ratios and continue program operations.

  • Provides support for Education Specialist in areas of curriculum and calendar development, supervising/mentoring classroom staff, and developing partnerships with parents; meets at least weekly for staff meetings and records minutes.

  • Supports Education Specialist in lesson planning to ensure Army core areas are incorporated, field trips are approved, and risk assessments are performed, plans are reviewed and approved by the deputy and provided in advance to patrons.

  • Oversees and ensures Education Specialists meet required deadlines for lesson plans, weekly newsletters, Procare messages, TS Gold checkpoints, parent conference preparations, etc.

  • Provides on-the-job support and guidance in classroom settings to ensure competence of staff and quality of programs that meet or exceed national standards.

  • Completes monthly formal observations based on developed training plan for the quarterly review process and to ensure competence of staff and quality of programs.

  • Evaluates employees based on established performance standards.

  • Provides appropriate staff professional recognition and/or disciplinary action

  • Effects minor disciplinary measures, such as warnings and reprimands, recommending other action in more serious cases.

  • Ensures facility maintains appropriate standards for condition and sanitation.

  • Procures supplies and equipment to support program goals and objectives.

  • May be required to perform health related practices as reasonable accommodation for children with disabilities.

  • Reviews incident/accident reports within 24 hours and participates on the MIAT board with the Education Specialist and Deputy Director for children with special needs or behavioral support needs.

  • Performs other related duties as assigned.

  • Additional duties for CDC Supervisor

  • Establishes official CYS Sponsored Pre-Kindergarten Program.

  • Assists CYS Director in recruiting and hiring qualified personnel for the CDC.

  • Ensures program achieves and retains national accreditation (NAEYC).

  • Oversees organization of parent/teacher conferences, fieldtrips, and all CDC inspections.

  • Supports planning and development of program special events designed to promote the instructional program while encouraging parents to become involved.

  • Ensures TS Gold checkpoints are utilized, and Creative Curriculum is appropriately implemented.

  • Oversees CYS food service program and kitchen staff to ensure compliance with all applicable Army and USDA food program policies and procedures to include proper meal components and food service/preparation and storage.

  • Ensures nutritionally balanced meals and/or snacks are provided.

  • Maintains documentation and record keeping of all food service-related activities.

  • Additional duties for Youth Supervisor:

  • Assists CYS Director in recruiting and hiring qualified personnel for Sports, SAC, and the YC.

  • Ensures SAC program achieves and retains national accreditation through Council on Accreditation.

  • Ensures CYS Sports & Fitness Programs follow the National Standards for Youth Sports (NAYS).

  • Ensures retention of BGCA and 4H Charters and program operations withing SAC and Youth Center.

  • Oversees incorporation of required programming and opportunities such as 4-H and Open Recreation for SAC, and Boys & Girls Club of America and Pacific Teen Panel for YC.

  • Oversees organization of fieldtrips, moderate to high-risk activities, and all program inspections.

  • Supports planning and development of special events designed to promote the program.

  • Supervises SAC and YC volunteers and assigns roles.

  • Ensures all volunteers are trained, monitored, and utilized per Army guidance, including training coaches using National Youth Sports Coaches Association (NYSCA) guidelines.

  • Oversees CYS Summer Camp for school-aged children.

  • Designs and implements an Educational Technology Program for school-age children and teens.

Qualifications

  • Minimum Qualifications: Education/Certifications: One year related experience may be substituted for one year of education, if degree is required.

  • Successful completion of an undergraduate degree that included or was supplemented by major study (at least 24 semester hours) in child development or education, or other fields appropriate to the position:

  • For CDC program: an undergraduate degree with a major course of study in Early Childhood Education, Child Development, Elementary Education, Special Education or similar field.

  • For Youth Program: an undergraduate degree in Child Development, Elementary Education, Secondary Education, Youth Development, Recreation, or similar field.

  • Must have ability to obtain and maintain a Child Care National Agency Check (CNACI) clearance requiring US Citizenship or Permanent Residency.

  • Experience

  • At least two years of child and youth program supervision or coordination experience and administrative duties.

  • Skills:

  • Able to plan and organize work, analyze problems to identify significant factors, gather pertinent data and recognize solutions.

  • Able to professionally interact with all levels of employees and participants, as well as parents, volunteers, and school personnel.

  • Able to read, write, and communicate in English at an exemplary level.

  • Knowledge/demonstrated skill in working with Microsoft Windows and Windows applications.

  • Able to learn new software.

  • Able to maintain detailed records in confidence.

  • Working Conditions:

  • Must be capable of working in an extreme weather conditions with temperatures exceeding 120 degrees Fahrenheit.

  • Indoor and/or outdoor environment with very adverse and harsh conditions (i.e., hot, wet, tropical environment with average temperatures of 130 degrees in the summer months).

  • Includes some industrial production environment conditions as well.

  • The worker is subject to both environmental conditions. Activities occur inside and outside.

  • Physical Requirements:

  • Medium work. Exerting up to 50 pounds of force occasionally, and/or up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.

  • Work may require heavy lifting, stooping, climbing, prolonged standing, prolonged sitting, and working with or in areas where a potential could exist for exposure to physical, chemical, or biological agents.

  • Employee use of personal protective equipment (PPE) is required for some situations. PPE includes, but is not limited to, head, foot, torso, respiratory, vision, and hearing protective devices.

  • Must comply with all Fire and Safety Regulations and post policies.
