Vectrus Deputy Director Property and Materiel Management in Marshall Islands

Overview

This position is physically located in the Marshall Islands in support of LOGCAP

Under supervision of the LOGCAP V (LCV) Kwajalein Atoll Task Order (TO), the Deputy Director, Property and Material Management will have delegated responsibility for the overall effective management and allocation of the personnel and resources necessary to meet all contractual compliance requirements involving management and execution of Task Order Logistics Management support functions involving Materiel Management and Property Management. Supervises the Task Order Logistics Management Directorate (LMD) Leadership Team and provides overall leadership and management to a multi-cultural workforce. Has responsibility for overall problem resolution, planning, execution, and leadership of the LMD support functions across the Task Order. Interfaces with local USG Representatives as the primary V2X point of contact for all Logistics Management support functions involving materiel and property management requirements. Directly responsible for daily management, supervision, and performance of all Logistics Management operations. Operational oversight includes locations on Kwajalein Atoll, Hawaii, Travis Air Force Base, and Oakland. Works closely with the USG Staff and organizations across the Area of Operational Responsibility (AOR) to ensure proper coordination and communication occurs to enhance overall mission accomplishment. Works with other Task Order Senior Leaders to ensure successful completion of LOGCAP contract operations. Ensures Task Order compliance with established Federal and Host Nation environmental regulatory standards, guidance, and requirements, as well as LCV contractual compliance requirements. Designs, implements, and maintains support strategies and executes efficient and effective Logistics Support programs ensuring continuous improvement, leveraging Best Practices and ensuring system compliance with applicable regulatory requirements and Customer or Contract specifications to drive industry best-in-class capabilities and culture. Consults and collaborates with LCV Program and other Functional Leaders to understand business needs and key metrics, prioritize projects, and provide solid results in order to maximize Customer satisfaction and achieve financial goals. Influences all levels of Leadership to embrace Employee safety, contract performance excellence, and continuous improvement as a part of their job with a relentless focus on delighting the Customer. Candidate must demonstrate exemplary management and leadership capabilities, especially in the areas of collaboration, Team building, talent development, fiscal and human resources management, logistics acumen, and process improvement.

Responsibilities

  • Provide assistance to the Director, Property and Material Management to effectively oversee all Government Furnished Materiel (GFM) and Government Furnished Property (GFP). Helps develop and coordinate the implementation of Property Control policies and procedures (Equipment & Material).

  • Identifies plans and coordinates workload assignments for Material and Property Management to optimize use of resources to include personnel and equipment management in support of materiel management functional area requirements.

  • Provides oversite and guidance for Materiel and Property Management supporting the 10 Life Cycle Outcomes: Acquisition, Receiving, Records, Physical Inventory, Subcontractor Control, Reports, Relief of Stewardship and Liability, Utilization, Maintenance, and Property Closeout.

  • Responsible for the department activity planning. Will coordinate closely with partners to develop plans to support timely and efficient program implementation. Supply chain plans include detailed and up to date procurement plans, warehousing plans, transport plans, staffing plans, distribution/dispatching plans, and training aids.

  • Oversite of compliance with the V2X Property Control Plan, Performance Work Statement (PWS)/ CDRLs, Federal Acquisition Regulations (Part 45 and 52.245-1), and other company policies and procedures within the realm of Material and Property Management.

  • Ensures reports to the government providing detailed information on routine and special reports are submitted to schedule and / or RFI requirements.

  • Coordinates with functional managers to ensure all required reports are submitted accurately and on time.

  • Implement and maintain consolidated annual procurement plans to Kwajalein sourcing strategies for all active and proposed projects with program partners.

  • Assist in the creation strategy of Vendor Development to support RFQ’s. Will lead market survey and analyses by collecting, organizing, and analyzing market data and share results with internal and external organizations. Proactively engage with Program, Suppliers with Supply Chain guidance, Partners, and Internal customers to ensure good coordination and adequate information sharing to address common concerns or risks affecting the market.

  • Performs data analysis, risk assessments, and resource requirements.

  • Governance in accordance with regulations to include, but not limited to: AR 710-2, DA PAM 710-2-1, AR-735-5, CTA 50-909, Property Book Office Standard Operating Procedures, GCSS-Army End Users Manual, AR 25-400-2. GCSS-Army, Army Integrated Logistics Analysis Program (ILAP), Army Enterprise System Integration Program (AESIP), LOGSA Logistics Information Warehouse Portal, and DoDI 5000.64

  • The Deputy Director, Property and Material Management in conjunction with the Property Manager is responsible for the procurement, maintenance, safe keeping, and record of all Kwajalein program assets and equipment. He/She will conduct asset needs assessment in concurrence of program requirements and objectives.

  • Responsible for leading and driving implementation of procurement strategies, policies, and procedures. Ensures all Kwajalein program procurement needs are met on time to the implemented standards. Assist in the development of sustained procurement strategies such as Masters Purchase Agreements (MPAs) Master Service Agreements (MSAs), Blanket Purchase Agreements (BPA’s), and Service Level Agreements

  • Ensures that employees are always in compliance with established Safety Policies, Regulations, and Reporting.

  • Performs other duties as assigned.

Qualifications

  • Education/Certifications: One-year related experience may be substituted for one year of education if degree is required.

  • Bachelor’s degree and two years’ experience or High School diploma and ten years’ experience.

  • Certified Professional Property Administrator (CPPA) from the National Property Management Association (NPMA) desired.

  • Experience:

  • Related Military or contractor experience in Property, Material, Supply and Logistics Management required.

  • Must be familiar and able to train with the appropriate FAR, DFARs, ARs (Army Regulations), and asset management systems.

  • Skills:

  • Proficient with Microsoft Office Suite or related software.

  • Strong analytical, problem-solving, verbal, and written communication skills.

  • Strong customer service, interpersonal, and training skills.

  • Excellent organizational skills and attention to detail.

  • Excellent time management skills with a proven ability to meet deadlines.

  • Ability to prioritize tasks and to delegate them when appropriate.

  • Ability to function well in a high-paced and at times stressful environment.

  • Working Conditions:

  • Must be capable of working in an extreme weather conditions with temperatures exceeding 120 degrees Fahrenheit.

  • Indoor and/or outdoor environment with very adverse and harsh conditions (i.e., hot, wet, tropical environment with average temperatures of 130 degrees in the summer months).

  • Includes some industrial production environment conditions as well

  • The worker is subject to both environmental conditions. Activities occur inside and outside.

  • Physical Requirements:

  • Light work. Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.

  • Work may require heavy lifting, stooping, climbing, prolonged standing, prolonged sitting, and working with or in areas where a potential could exist for exposure to physical, chemical, or biological agents.

  • Employee use of personal protective equipment (PPE) is required for some situations. PPE includes, but is not limited to, head, foot, torso, respiratory, vision, and hearing protective devices.

  • Must comply with all Fire and Safety Regulations and post policies.
