Vectrus Marine Services Manager in Marshall Islands

Overview

This position is physically located in the Marshall Islands in support of LOGCAP

Responsible for planning, managing and executing Marine Services to ensure goals are successfully met; key among these are safety, quality, cost efficiency, service delivery, workplace wellbeing, and environmental sustainability; Plan, manage and execute the safe and efficient discharge/load of vessels; Understand specific vessel layouts, cargo mix, vessel turn-around timelines, required and available labor, and accessibility of appropriate staging areas to develop detailed and actionable discharge/load plans. Responsible for overall operation of the Marine Department to include all vessels, movements, maintenance, scheduling, supply, compliance, OCCMs, and accountability.

Responsibilities

  • Provides overarching technical guidance and leadership to all areas of the Marine Department and Watercraft Operations.

  • Oversees the day to day activities of subcontracted labor

  • Oversee and report to the ACO/COR on the contractor’s operation of watercraft in accordance with governing international maritime codes and standards when applicable to the location and nature of the operation.

  • Oversee and report to the ACO/COR on the status of all watercraft ship pilots, captains, chief engineers, and crew possess international, national, and/or local documentation, certifications, and licenses required to legally conduct operations aboard the vessel they are assigned.

  • Validate and dispute port and stevedoring invoices, scheduled operations and ferry schedules prior to COR/ACO approval.

  • Ensure dive operations are being conducted IAW OSHA regulations, manufacturer’s recommendations, US ARMY dive safety regulations, the UFGS pertaining to UQA diving, and all applicable requirements.

  • Reviews and evaluates statistical operational data for favorable or unfavorable trends in the logistical management of the Marine Department.

  • Ensures all contract deliverables required for department are done and on time.

  • Attends meetings with the USG and acts as SME and voice for department

  • Ensures and validates department supply chain needs are responsible and timely

  • Oversees the day to day activities of subcontracted labor

  • Takes decisive action to eliminate unsafe conditions.

  • Performs other duties as assigned

Qualifications

  • Minimum Qualifications: Education/Certifications: One year related experience may be substituted for one year of education, if degree is required.

  • Bachelor's degree in marine or engineering related field; or a combination of 10 + years of marina/fleet management experience or senior marina/fleet operations preferred.

  • Must have maintained a USCG Third Assistant Engineer License or USCG 1600 Ton Oceans Masters License or US Army 880A2 or 881A2 or a combination of 10 + years of marina/fleet management experience with senior marina/fleet operations preferred.

  • Proven management experience of personnel in an operations position; and be knowledgeable of USCG/DOT rules and regulations.

  • Experience:

  • Proven management experience of personnel in an operations position.

  • Five years’ experience working as a Manager in the marine industry with experience in managing vessel and harbor operations

  • Five years vessel operations management or equivalent USCG or US Army training and experience

  • Preferred:

  • 5 Years of U. S. Coast Guard or U.S. Army 1600T Chief Engineer’s or DDE license with all applicable STCW endorsements for international waters for vessels up to 1600

  • Skills:

  • Must have experience in Marine Operations Management

  • Must ability to obtain and maintain a TWIC

  • Knowledge of Safety Data Sheets (SDS) and storage requirements to meet compatibility of products based on hazard class is required.

  • Leadership and management skills, including a professional demeanor, are required.

  • Strong interpersonal skills are required.

  • Ability to exercise discretion and good judgement is required.

  • Ability to prioritized responsibilities to handle a demanding workload is required.

  • Attention to detail with a high degree of accuracy is required.

  • Advance ability to communicate in English, both verbally and in written form is required.

  • High-level organizational and planning skills, so that workflow is managed and accurate is required.

  • Basic proficiency in Word, Excel, and Outlook and ALL Microsoft applications is required.

  • Working Conditions:

  • Must be capable of working in an extreme weather conditions with temperatures exceeding 120 degrees Fahrenheit.

  • Indoor and/or outdoor environment with very adverse and harsh conditions (i.e., hot, wet, tropical environment with average temperatures of 130 degrees in the summer months).

  • Includes some industrial production environment conditions as well.

  • The worker is subject to atmospheric conditions. One or more of the following conditions that affect the respiratory system of the skin: fumes, odors, dust, mists, gases, or poor ventilation.

  • The worker is required to function in narrow aisles or passageways

  • The Worker is frequently in close quarters, crawl spaces, shafts, manholes, small enclosed rooms, small sewage pipes, and other areas that could cause claustrophobia.

  • Physical Requirements:

  • Medium work. Exerting up to 50 pounds of force occasionally, and/or up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.

  • Work may require heavy lifting, stooping, climbing, prolonged standing, prolonged sitting, and working with or in areas where a potential could exist for exposure to physical, chemical, or biological agents.

  • Employee use of personal protective equipment (PPE) is required for some situations. PPE includes, but is not limited to, head, foot, torso, respiratory, vision, and hearing protective devices.

  • Must comply with all Fire and Safety Regulations and post policies.
