Vectrus Public Works Director in Marshall Islands

Overview

This position is physically located in the Marshall Islands in support of LOGCAP

Under the direction of the Public Works Senior Director, the Public Works Director is responsible for the full scope of V2X's Public Works and related responsibilities for USAG-KA. The PW Director shall ensure both prime and subcontractors abide by program, contractual and industrial standards/best practices, where required, which meet the requirements of this task order. This individual shall be an administrator of the Contractor's/subcontractor's Public Works program(s) having full authority and responsibility for assuring performance objectives and standards are met. The PW Director shall be a U.S. citizen and must have a Secret Clearance

Responsibilities

This position description is subject to change at any time as needed to meet the requirements of the program or company.

  • Ensures both prime and subcontractors abide by program, contractual, and industrial standards/best practices, where required, which meet the requirements of the contract.

  • Protects real estate, buildings, and equipment.

  • Provides safe work environments for employees, visitors, and customers.

  • Oversees maintenance services for existing and new infrastructure. Services include Preventive Maintenance (PM) and Corrective Maintenance (CM)

  • Maintains and revises the various infrastructure Standard Operating Procedures, Manuals and Publications.

  • Provides oversight of data administration with subordinate activities to include timely and accurate submission of reports, CDRLS and other contract required documentation.

  • Ensures Facility Maintenance and Camp Operations personnel meet contract obligations in a manner that meets or exceeds the client’s needs and expectations.

  • Ensures that the Facility Maintenance and Camp Operations personnel properly receives, responds to, executes, and concludes trouble calls, facility modification requests, and any other requests for special work, including identifying the work being requested, defining the scope of the work, making any necessary repairs, and/or identifying and receiving any required approvals to such work.

  • Ensures Facility Maintenance and Camp Operations activities are performed in accordance with applicable laws, regulations, standards, and codes imposed by the U.S. Government.

  • Develops and supports achievement of performance metrics for Facility Maintenance and Camp operation activities. Reviews programs with subordinates to ensure high degree of achievement.

  • Communicates professionally, both orally and in writing with Task Order personnel as needed, to relay information. This includes, but is not limited to, reports to the client, subcontractors, staff meetings, performance appraisals, job requirements, infrastructure metrics, projects, quality standard procedures, and safety practices.

  • Oversees the establishment of programs to meet normal and contingency mission requirements. Directly monitors and controls programs as needed.

  • Performs other duties as assigned

Qualifications

  • Minimum Qualifications: Education/Certifications: One year related experience may be substituted for one year of education, if degree is required.

  • High School Graduate or equivalent required.

  • Certification(s) in one or more Public Works trades preferred.

  • Bachelor's degree in Engineering, Construction, Management, or related field preferred.

  • Project Management Professional (PMP), LSS Black Belt and/or LSS Green Belt is highly desirable.

  • Must be a U.S. Citizen

  • Must have an active Secret Clearance

  • Must be able to obtain a Common Access Card (CAC)

  • Experience:

  • Ten (10) years of experience as a manager in a multi-discipline environment.

  • Three (3) years of experience working in a Public Works role at an Army Installation.

  • Requires experience in program office operations management, planning, and preparation of reports and proposals.

  • Must have strong capability in team building and personnel development.

  • Experience in a military environment desired.

  • Knowledge of Microsoft Projects and Maximo is required.

  • Skills:

  • Knowledge of business and management principles involved in strategic planning, resource allocation, leadership technique, production methods, and coordination of people and resources.

  • Knowledge of principles and processes for providing customer services. This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.

  • Knowledgeable of how to use logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems.

  • Must be able to read, write and speak the English language with proficiency.

  • Requires a collaborative work style, fostering cooperation, and teamwork.

  • Must exercise discretion and good sound judgment.

  • Must have high level of proficiency in the use of MS Office and/or other related applications.

  • Working Conditions:

  • Must be capable of working in an extreme weather conditions with temperatures exceeding 120 degrees Fahrenheit.

  • Indoor and/or outdoor environment with very adverse and harsh conditions (i.e., hot, wet, tropical environment with average temperatures of 130 degrees in the summer months).

  • Includes some industrial production environment conditions as well.

  • The worker is subject to atmospheric conditions. One or more of the following conditions that affect the respiratory system of the skin: fumes, odors, dust, mists, gases, or poor ventilation.

  • The worker is subject to both environmental conditions. Activities occur inside and outside.

  • The worker is subject to hazards. Includes a variety of physical conditions, such as proximity to moving mechanical parts, moving vehicles, electrical current, working on scaffolding and high places, exposure to high heat or exposure to chemicals.

  • Physical Requirements:

  • Light work. Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.

  • Work may require heavy lifting, stooping, climbing, prolonged standing, prolonged sitting, and working with or in areas where a potential could exist for exposure to physical, chemical, or biological agents.

  • Employee use of personal protective equipment (PPE) is required for some situations. PPE includes, but is not limited to, head, foot, torso, respiratory, vision, and hearing protective devices.

  • Must comply with all Fire and Safety Regulations and post policies.
