Vectrus Public Works Manager in Marshall Islands

Overview

This position is physically located in the Marshall Islands in support of LOGCAP

Under the direction of the Senior PWD Director and or applicable Manager the Public Works Manager is responsible for facilities engineering, maintenance, operations, and application of quality management programs to all Site level Public Works (Camp Operations) activities; to include Power Generation, Electrical, Plumbing, Carpentry, HVAC, and the Service Order desk. Monitors facilities maintenance workload to ensure that production output, quality of work and resources are being properly utilized to include maintaining correct amount of repair parts and material on site. Responsible for all utilities on the installation to include water, electrical, sewage. Reports to management those abnormal conditions with recommendations for corrective course of action.

Responsibilities

This position description is subject to change at any time as needed to meet the requirements of the program or company.

  • Ensures both prime and subcontractors abide by program, contractual, and industrial standards/best practices, and meets the requirements of the positions.

  • Protects real estate, buildings, and equipment.

  • Provides safe work environments for employees, visitors, and customers.

  • Provides and directs engineering, design, construction and maintenance services for existing and new infrastructure.

  • Services include designing, engineering, constructing, and managing construction subcontractors for new permanent and temporary facilities

  • Maintains and revises the various Infrastructure Standard Operating Procedures, Manuals and Publications.

  • Provides oversight of data administration with subordinate activities to include timely and accurate submission of reports, CDRLS and required documentation.

  • Ensures that the Camp Operations Organization meets all contract obligations in a manner that meets or exceeds the clients needs and expectations.

  • Ensures that the Camp Operations Organization properly receives, responds to, executes, and concludes all trouble calls, facility modification requests, and any other requests for special work, including identifying the work being requested, defining the scope of the work, making any necessary repairs, and/or identifying and receiving any required approvals to such work.

  • Ensures all Camp Operations activities are performed in accordance with all applicable laws, regulations, standards and codes imposed by the U.S. Government.

  • Develops and supports achievement of performance metrics for Camp Operations Activities. Reviews programs with subordinates to ensure high degree of achievement.

  • Communicates professionally, both orally and in writing with Site personal, as needed, to relay information.

  • Oversees the establishment of programs to meet normal and contingency mission requirements. Directly monitors and controls programs as needed.

  • Performs other duties as required

Qualifications

  • Minimum Qualifications: One year related experience may be substituted for one year of education, if degree is required.

  • Requires as a minimum completion of high school, supplemented by at least five years of progressively responsible experience in the operation and maintenance of mechanical systems and management of personnel. Bachelor’s degree is preferred.

  • Strong workable knowledge of electrical power generating and distribution equipment and systems, HVAC systems including five years of supervisory experience.

  • Must be CAC eligible and/or able to obtain a Common Access Card (CAC)

  • Must be a U.S. Citizen

  • Experience:

  • Extensive Maintenance Management Experience five(5) Years'

  • Experience in military environment desired.

  • Requires extensive knowledge of the operation, maintenance and repair requirements of facilities equipment, power generating and distribution equipment and systems.

  • Requires a complete knowledge of the methods, techniques, and equipment necessary for conducting preventive and corrective maintenance and operation activities.

  • Must be able to supervise and manage the activities of multi-national and culturally diverse work force.

  • Possess knowledge of safety and environmental issues as they relate to Public Works

  • Skills:

  • Knowledge of business and management principles involved in strategic planning, resource allocation, leadership technique, production methods, and people resources.

  • Knowledge of principles and processes for providing customer services.

  • This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.

  • Knowledgeable of how to use logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems.

  • Must be able to read, write and speak the English language with proficiency.

  • Requires a collaborative work style, fostering cooperation, and teamwork.

  • Must exercise discretion and good sound judgment.

  • Must have high level of proficiency in the use of MS Office and/or other related applications.

  • Knowledge of Maximo required

  • Supervisory/Budget Responsibilities:

  • Responsible for direct oversight and direction of the Facilities Maintenance Team, Power Plant, and Minor Construction.

  • Working Conditions:

  • Duties will involve the conduct of work in the outdoors with a potential exposure to extreme climatic conditions including frequent dust storms, and high temperatures; up to 130F degrees in the summer months, as well as extreme cold areas of the world such as the Korean peninsula.

  • Potential exposure to chemical or biological agents could exist.

  • Employee use of Personal Protective Equipment (PPE) in certain areas is required. Such PPE includes but is not limited to head, foot, hand, torso, respiratory, vision and hearing protective devices.

  • Physical Requirements:

  • Work may require heavy lifting, stooping, climbing, prolonged standing, prolonged sitting, and working with or in areas where a potential could exist for exposure to physical, chemical, or biological agents.

  • Employee use of personal protective equipment (PPE) is required for some situations. PPE includes, but is not limited to, head, foot, torso, respiratory, vision, and hearing protective devices.

  • Must comply with all Fire and Safety Regulations and post policies.
