Vectrus Site Manager in Turkey

The Site Manager is responsible for the management and supervision of the operation and maintenance of all infrastructure, facilities, and civil works at I Ankara Support Facility supporting the Turkey/Spain Base Maintenance Operations contract. Responsibilities include, but are not limited to, power generation, facilities support, maintenance and supply support. Responsible for the supervision and oversight of American Nationals and Local Nationals staff. Will have limited authority to act for the Contractor and shall be fully responsible for the overall management and coordination of the contract at the site and shall be the central point of contact with the Government for the performance of all work under the contract.


  1. Under general direction of the Program Manager, the Site Manager is responsible for the daily management of the operations and maintenance of the infrastructure, facilities, and civil works located at Incirlik Air Base.
  2. Perform duties in accordance with the Performance Work Statement (PWS) and established Exelis policies, procedures, systems, and requirements.
  3. Oversees a work force consisting of American nationals and Local Nationals.
  4. Manages and allocates personnel and resources necessary to meet all contract specifications.
  5. Oversees the operation, maintenance, and repair of special purpose vehicles.
  6. Conducts property management and inventory functions to include documentation and control.
  7. Conducts logistics management functions to include local procurement activities.
  8. Performs other duties and assignments as required


Computers, Microsoft Office, and other software products as required and standard office equipment/ machinery.


Work is generally conducted in an office environment and at project work areas. Duties, however, may involve the conduct of work outdoors with potential exposure to extreme climatic conditions. May be required to work other than standard work hours to ensure effective customer support.


Work may require lifting up to 50 lbs., stooping, climbing, prolonged standing, prolonged sitting, and working with or in areas where a potential could exist for exposure to physical dangers and chemical or hazardous agents. Employee use of Personal Protective Equipment (PPE) is required in certain areas. Such PPE includes but is not limited to head, foot, hand, torso, respiratory, vision and hearing protective devices. Must comply with OSHA, EPA, Fire Regulations and published work rules.


One year related experience may be substituted for one year of education, if degree is required.

Education/Certifications :

Relevant BS/BA degree or equivalent experience required.

Experience :

Minimum 10 years of relevant experience in a position of overall management operations and contracting oversight, and at least three (3) years of experience OCONUS. In addition the SM is required to have at least 5 years experience in positions of project administration, contracting, or in the management and implementation of government-funded projects. Experience in a Firm Fixed Price and ID/IQ environment desired. Experience managing a multi-cultural workforce required. Previous Base Operations Support and Military Facilities experience is desirable.

Skills :

Must be computer literate and proficient in MS Office software. Must have proof of U.S. Citizenship and a valid state driver’s license and must be eligible for access throughout the project geographic scope. Project management skills needed to manage resources, schedules, and costs in a FFP and ID/IQ environment. Must read, write and speak English and be fluent in Turkish.
